HHS says the grandfathering rules allow employers “to innovate and contain costs by allowing insurers and employers to make routine changes without losing grandfather status.” But under interim final rules published in the June 17 Federal Register, grandfathered plans cannot increase coinsurance percentages, make significant increases in copays or deductibles, or change insurance companies.
